SECTION
1:
1. NAME:
The name of the organization shall
be B/CS Dart Association. (B/CSDA).
The website address is: www.bcsdarts.com
The physical address is:
2. B/CSDA:
The year shall run from January 1 through December
31. All leagues must end on or before
December 15 and all dart play and elections must be completed by December 31.
3. DUES AND MEMBERSHIP FEES:
A. Individual
dues for “A” League is $20.00 per
season.
Individual dues for “Beer and Pizza” Leagues are
$10.00 per season.
Individual dues for “Mixed Doubles” Leagues are
$7.00 per season.
B. Alternate fees for “A” League is $2.00 per night. There is a one time alternate fee of $4.00
for the “Beer and Pizza” League and the
Mixed Doubles League.
C. Sponsorship dues are $30.00 per team per season for “A”
League and for the “Beer and Pizza” Leaugue.
Sponsorship dues for the “Mixed Doubles” League is $15.00 per season.
D. Team dues are due by the 4th week of play for each
season, and sponsorship dues are due two weeks prior to the end of each season.
E. Dues
are not refundable under any circumstances.
F. Fees are used to purchase score sheets,
trophies, folders, food, and prizes for each season and for each banquet. Alternate or sub. Fees are used towards the
charity that is voted for during the
Fall Banquet.
4. MEMBERSHIP:
A. Membership may be limited to be devised by the board. The purpose
of the B/CS Dart Association is to promote and advance the interest of darts in
B. Teams
must be sponsored by a Pub/Bar, etc., and played out of said Pub or Bar, etc.
C. A business, such as ABC Body Shop, can sponsor a team as
long as they have a sponsored Pub/Bar.
That Pub/Bar must have a minimum of 2 dart-boards to play on and the
Pub/Bar has given their OK for the business to play out of their Pub/Bar to the
Board of Directors.
D. The Board of Directors retain the right to cancel or suspend
any member, team or Pub/Bar, etc., which
it deems to be violating the bylaws or rules.
This will be enforced. The
defendant must be notified of the complaint and of the hearing by the Board
of Directors at a specified time and
place and given the right to defend himself or herself before the
complainant. Failure of the defendant to
appear will be considered a plea of no contest.
E. Players must be 18 years of age prior to the beginning
of play.
SECTION
2:
5. OFFICERS:
An acceptable candidate for an office must have been
a member during the previous league season and never been removed from any
office or appointed position except honorable resignation or expiration of term
of office. If an officer resigns during their term of
office, they shall not be allowed to run for any office for one year following the end of their terminated elected term. The election shall be made by SECRET
BALLOT with each B/CSDA member having one vote. In order to vote, each
member must have played during the voting calendar year, and alternates or subs
are included in the voting. Each officer shall be elected by the majority. If more than two nominations are made, then the first round of voting takes place, with a
runoff vote between the top two nominations, if a majority isn’t obtained by
one of the candidates. Acceptance of a nomination by each individual
shall be responsible for the duties of the office.
6. ELECTED OFFICERS:
A. PRESIDENT:
The President has two
roles to play: that of administrator and
that of presiding officer.
As administrator, the President should use
tact and discretion in human
relations. He/She sees that the
organization, a sum of all its’ parts, is fair and impartial to all. He/She should lead, initiate, and have a
purpose and a plan. As the legal head,
speaks for, and represents’ the Association at all outside functions. He/She serves as chairperson of the Board,
appoints committees and always keeps in touch with said committees.
A presiding officer should realize that
principles are more important than rules, but should use good judgment to
both. The President should be firm and
insistent on observance to the size and complexity of the meeting. He/She should always insure that motions are
stated and put to a vote and that the results are announced correctly. He/She should have a well-planned agenda
and follow it, hastening procedures whenever
possible and pacing the meetings. The president should not participate in
debate while in the chair lest it inhibits impartiality. However, he/she should not hesitate to enter
debate from the floor by leaving the chair when his/her ideas would be valuable
in order for decisions to be made. The
President should be kept informed, involved and aware of all activities within
the organization. The President oversees
committee work, but does not take over or override them. The President must keep surveillance over
rules and regulations as provided and should be the first to recognize a need
for change.
B. VICE-PRESIDENT:
The vice-president must be prepared to assume the
duties of the President when the
President is absent, or to complete an UN- expired
term upon request or need. The
vice-president assumes the office of President automatically. While acting as President, the vice-president
is chairperson of the bylaw’s committee, scheduling committee and is tournament
director. The Vice President is a voting
member.
C. SECRETARY:
The secretary shall keep the minutes of the
B/CSDA. The secretary shall be
responsible for the notification of all official meetings and shall cause other notices and information to be
sent as directed by the Board of Directors.
The Secretary is a voting member of the board.
D. TREASURER:
The treasurer shall receive all B/CSDA funds and
maintain them in a bank or savings account approved the by the Board of
Directors. The treasurer shall appoint
and supervise members who will collect funds at tournaments and other
events. He/She shall maintain an
accurate account of all moneys collected and disbursed with a supporting file
of bills and/or invoices. He/She shall
submit copies of a financial report to each member of the Board at the end of
each league season and at a meeting following any major tournament or other
financially important event. He/She
shall present the books for review at all Board meetings. He/She shall, with the Board of Directors, prepare a budget showing
anticipated income and expenses for each league season, distributing copies of
the finished budget to all team captains and Board members. The Treasurer is a voting member.
E. STATISTICIAN/WEB
PERSON:
The statistician/web person shall be responsible for
all the Statistics and for the website.
The statistician shall collect the
completed score sheets each week from the prearranged
drop-off locations.
He/She shall tabulate weekly team and individual standings and either
post those standings in the Pub/Bar or post them to the website. Postings shall occur before the next scheduled league play. The statistician will use the statistics
generated each season during
league play, to determine winners of league
awards. This information is to be used
for the Awards Banquet and to maintain
archived records of “All-time” highest marks.
If the
statistician does not receive the score sheets from
the designated Pub/Bar or from the team captain or from a member of that team
by
(winning team) captain will lose 5 win points from
their team standings. The Statistician
is a voting member.
F. BAR/PUB
REPRESENTATIVE:
He/She is responsible for attending the meetings of
the Board of Directors of the B/CSDA and reporting to the club owners as to any
decisions made by the Board. Also, to be
advisors to
the Board as to any decisions that the Pub/Bar are
considering that might interfere with regular Pub business and to advise as to any T.A.B.C. laws that they might be
interfering with. The Pub/Bar Owner
representative will have a vote on the Board.
G. SPECIAL
EVENTS COORDINATOR:
He/She is responsible for coordinating any special
event such as annual benefits for charity
and/or tournaments, to be designated by the Board of Directors.
The Special Events Coordinator has a vote on the board.
H. LEAGUE
REPRESENTATIVES:
A league and Beer and Pizza representatives are elected at each December’s banquet and do not have a vote on the board.
CAPTAINS, PUB REPS AND BOARD
MEMBER MEETINGS:
It is the responsibility of the newly elected
officers to begin setting up the next league with the advice and assistance of
the outgoing officers.

3:
7. TERM OF OFFICE:
The term of office shall be one year, starting
January 1. Elections for new officers
shall be held at the end of the fall season before December 31st.
8. REMOVAL OF OFFICERS:
Any officer may be removed from office for
misconduct, dereliction of duty or incompetence by two successive 2/3rds votes
of the quorum of the Board of Directors
at two successive regularly scheduled meetings.
A quorum shall be 2/3rds of the Board of Directors.
9. VACATED OFFICES:
The President shall appoint
replacements with the consent of 2/3rd votes of the entire sitting Board.
10. BOARD OF DIRECTORS:
A. The Board shall consist of President, Vice-President,
Secretary, Treasurer, Pub/Bar
Representative, Statistician, and Special
Events Coordinator (7 voting members, and 2 non voting members-A and B&P
league representatives.)
B. The Board shall meet during the first week of each month
during the year, but each new President shall designate which night of the week the board will meet, with the
Boards’
approval..
C. A quorum of the Board shall have the power to make any decision’s it deems necessary to conduct
business. However, its ruling may be overturned by a 2/3rds vote of
a regular fully
attended Board meeting.
D. Special meetings may be called by the President or a petition
of 2/3rds of the sitting Board and such meetings shall be called only for
matters of great urgency to the B/CSDA
association as a whole.

4:
11. CAPTAINS, PUB/BAR REPS AND BOARD
MEMBER MEETINGS:
There shall be three meetings annually (before the
start of each league). Meetings shall be
held at the Board’s discretion. It will
be the responsibility of the newly elected officers to begin setting up the
next league with the advice and assistance of the outgoing officers. Attendance of
CPB meetings as scheduled by the Board is MANDATORY. Each team shall have a Captain.
12. LEAGUE REPRESENTATIVE:
A League Representative from each League, “A”, and
“Beer and Pizza”, will be elected at the December banquet.
13. COMMITTEES:
A. SPECIAL
COMMITTEES:
These are appointed to-do a particular
assignment. When the assignment is
completed and the final report presented, the committee ceases to exist.
B. STANDING
COMMITTEES:
These are permanent and are assigned certain areas
of work. At the end of each administration, the committee continues
as appointed by the new President.

5:
14. AMENDMENTS:
Any amendments to these bylaws may be made at a
regular Board of Directors meeting with a majority vote of the Board. All amendments shall become effective at the
next competition unless otherwise provided for in the amendment.
15. AWARDS PRESENTATION:
A. This is a special committee appointed by the President. An awards night shall be held following each
league season. The date, time and place
shall be decided at the discretion of the Board of Directors, but must be at
least three days after the final game of the season.
B. Each
season will have three (3) separate award divisions.
1. One division for the “A” League.
2. One division for the “Beer & Pizza”
League.
3. One division for the “Mixed Doubles” League.
16. LEAGUE PLAY:
B/CSDA league play, shall consist of a Spring League,
Summer League and a Fall League. These
leagues shall consist of an “A”, “Beer & Pizza” (BP), and “Mixed Doubles”
League. Anyone can play in the “A”
League and the “Beer & Pizza” League.
The “Beer & Pizza” League teams will only be allowed to have (2) “A”
players on a team. The “Mixed Doubles”
League team will consist of one male and one female. There are no restrictions.
A. “A” League plays on Tuesday Night. “Beer & Pizza” League plays on Wednesday
night, and “Mixed Doubles” League plays on Sunday afternoons.
All play begins at
B. Team rosters shall have a maximum of four players, whereas,
“Mixed Doubles” will have only two players.
C. A player may resign from his/her team. Resignation from a league team will result in
ineligibility of that player to be added back onto a team from which he/she
resigned for the balance of the season’s play.
He/she is eligible to join any other team within the four-week
time limit from the
start of the season.
D. A player may be terminated by their team through written
notice to the Board of Directors
including the signatures of a majority of the team members. A terminated player will not be
eligible to join any other team for the remainder of that season’s play. The termination
of any player shall be
the result of only serious misconduct by that player.
E. In “A” ,“B&P”, and “MD”, if an alternate is added on
the night or afternoon of a match, write the word SUB, include the sub’s last name and first name on the score
sheet. If the fee has been paid, write PAID by the sub’s name. The sub fee should be included with the score
sheet. Refer to the above section for
sub fees. The team captain is
responsible for collecting the dues.
F. If an alternate substitutes for the same player three
consecutive nights, that alternate then becomes the regular team member replacing the player that they were an
alternate for.
G. No
player may transfer after the fourth week.
H. A player may play on one regular league team per week.
However, a player may also play on a “Beer & Pizza” League and the
“Mixed Doubles” League. A player on one league roster CAN NOT be an alternate for another team on that roster, even if
said player is on their by-week. For
example, there are 2 B&P teams-team 1 and team 2. Player A is on B&P team 1 with 3 other
member’s. Team 1 has a by-week and Team
2 needs an alternate player. Team 2 CAN NOT use player A or anyone on Team 1 or any other
B&P league member as a alternate.
I. In all 3 Leagues, a player must play at least 70% of the scheduled league
games to be eligible to receive awards at the end of a season.

6:
17. DEFINITION OF “A”, “BEER & PIZZA”, AND “MIXED DOUBLE” LEAGUE
PLAYERS:
A. An “A” PLAYER is a player who has point per dart (PPD) of 13.5 from the last 3 seasons in
any league, or not played in any above level set by the Board of
Directors. (The Statistician of the
B/CSDA has a published list from the past B/CSDA Leagues to go by.) The Board of Directors has the final
decision.
B. A “BEER & PIZZA” PLAYER is anyone who just wants to play for fun. In the
“Beer & Pizza” League, no more than 2 “A” ranked players will be allowed on
a team.
C. A
“MIXED DOUBLES” PLAYER” is any male and female, regardless of ranking. (PPD)
18. DATE AND TIME OF MATCHES:
A. All
league competition is scheduled on the times drawn by the B/CSDA Board of
Directors.
B. Any match rescheduled through mutual consent of the
concerned captains must be rescheduled and played within 48 hours and have the
approval of the league Statistician before
rescheduling.
C. Starting
time for the first game of a match:
1. The home team must have their roster
completed and given to the visiting team by
2. The visiting team must have
their roster completed and given back to the home team by
3. The first match must begin by
ROSTERS MUST BE COMPLETED ON TIME.
D. No adjustments are allowed in the team lineup once the score
sheet is filled out. If an alternate is
selected to fill a vacant slot, that player plays the remaining games with no
other alternate for
that slot. A
player on the line-up has to be present when his turn to play comes up, or the forfeiture rules go into affect. No substitutions will be allowed after the
opponent on the lineup sheet has been opened.
If a player does not show and his game is forfeited, his opponent on the
lineup can go up and “play the board” in 501 to see if he/she can accumulate
quality points, low dart out and high point out. This
of course does not apply to cricket games.
E. The Board of B/CSDA reserves the right to reschedule any
Matches, if necessary, to maintain competition schedule.
F. EXCEPTION-Section D-unless agreed by
both captains.

7:
19. MATCH PROFILE FOR “A” LEAGUE:
A. Match
format for “A” League as determined by the Board of Directors is as follows:
“A” LEAGUE: 13 Team Games:
č4 Matches of 501 Singles, Doubles/Double
out, each match is two out of three.
č4 Match of Cricket Singles,
each match is two out of three. The
winner of the two out of three matches counts as 1 team win.
č2 Games of 701 Doubles
č2 Games of Cricket Doubles
č1 Game of 901 Team Event--4 on 4, Open
in/Double out.
B. The 4 singles matches of 501 must be played first, followed
by 4 single matches of cricket, followed by 2 doubles games of 701, followed by
2 doubles games of cricket. The last
even will be a team event (4 on 4) of 901, open in/double out. A doubles game played with one player will
forfeit one turn per round. A
four-person game played with three players will result in the forfeiture of one turn per round.
C. Each
match is worth one (1) team point, for a total of (13) team points.
D. The
home team has the prerogative of choosing the boards the matches will be played
on, if there are more than two boards, but, the visiting team must be told on
their arrival to allow practice time on that board. The board must be cleared to allow “warm up”
for
players in that nights’
matches.
E. The captain’s are responsible for the smooth running of each
match and any disputes that arise during play must be settled in private
conference of the captains only. This is
to be strictly enforced, if the teams are to be allowed to continue to play in
the Association.
If a dispute has been discussed between the two
captains and a solution cannot be arrived at, the Board should be notified by
writing the cause of the dispute on the
back of the score sheet,
The involved team captains will be notified and a
decision will be made by the board.
F. The captain of the
winning team is responsible for the score sheet getting to the appropriate
place, to be named at the Captain’s Meeting at the start of each
season, by

20. MATCH
PROFILE: “BEER & PIZZA” LEAGUE:
A. Match format for the “BEER & PIZZA LEAGUE will be
determined by the Board of Directors.
BEER & PIZZA”
LEAGUE: 11 Games:
č4 Games of 501 Singles, Open in/Double out
č4 Games of Cricket Singles
č2 Games of Cricket Doubles
č1 Game of 701 Team Event: 4 on 4, Open in/Double out
B. The
4 singles games of 501 must be played first, followed by 4 single games of
cricket, followed by the 2 doubles game of cricket.
The last event will be a team event (4 on 4) of 901
in “B” League, open in/double out and 701 in “Beer & Pizza” League, open
in/double out. A doubles game played
with one player will forfeit one turn per round. A four-person game played with three players will result in the forfeiture of one
turn per round.
C. Each
match is worth one point, for a total of eleven (11) match points.
D. The home team has the prerogative of choosing the board the
match is to be played on, if there is more than one board, but the visiting
team must be told on their arrival to allow practice time on that board. The board must be cleared to allow “warm-up”
for players in that nights match.
E. The captains are responsible for the smooth running of each
match and any disputes that arise during play, must be settled in private
conference of the captains only. This is
to be strictly enforced, if the teams are to be allowed to continue to play in
the Association.
If a dispute has been discussed between the two
captains and a solution cannot be arrived at, the Board should be notified by
writing the cause of the dispute on the back of the score sheet, then the Board

excuse for the late reporting of results.

21. MATCH PROFILE: “MIXED DOUBLES” LEAGUE:
A. Match
format for Mixed Doubles will be determined by the Board of Directors.

B. Each match is worth one point, for a total of seven (7)
match points.
C. The home team has the prerogative of choosing the board the
match is to be played on, if there is more than one board, but the visiting
team must be told on their arrival to allow practice time on that board. The board must be cleared to allow “warm-up”
for players in that afternoons’ match.
D. The captains are responsible for the smooth running of each
match and any disputes that arise during play must be settled in private
conference of the captains’ only. This
is to be strictly enforced if the teams are to be allowed to continue to play
in the Association. If a dispute has
been discussed between the two captains and a solution cannot be arrived at,
the Board should be notified by writing the cause of the dispute on the back of
the score sheet, then the Board will
make a decision as to the outcome. The
involved team captains will be notified.
E. The captains’ of the winning teams are responsible for the

22. PLAYOFFS:
A. “A”
League:
1. A-League
playoffs shall begin the week after regular season play has been concluded with
the top 4 ranked teams to participate.
2. The top 2
ranked teams will be designated as HOME teams for the first round of play. The highest ranked team remaining for the
Championship Round will be designated as the HOME team for the League. The highest ranked team in the Consolation
Round shall be designated as the HOME team.
3. The first
round of playoffs shall match the #1 seeded team against the #4 seeded team and
the #2 seeded team against the #3 seeded team.
The Championship Round shall consist of the two first round winners and
the Consolation Round shall consist of the two first round losers. The winner of the Championship Round shall be
declared the League Champions with the loser to be declared League Runner Up.
4.
Substitutions during a playoff match will be allowed on the following
conditions ONLY:
>The substitute must NOT have been a member of any team within the “A” League for that
season.
>The substitute MUST have substituted at least once for your team during the
regular season to be eligible to play in the playoffs.
>If a team does NOT have an eligible substitute, then those matches will be
forfeited. (Refer to Section 13)
5. Score
sheets are to remain closed/folded when filling out line-ups for the match
during play-offs.
B. “Beer
and Pizza”:
1. B&P
shall not have a playoff, as it is a recreational league designed to enhance
league participation and develop interest in darts in the
2. In the
interest of FAIR play, the B&P
League may have a one match playoff in the event of a tie for first place. However, this is only in the event that the
two teams have NOT played each other
during regular league competition. This
can only happen in the event of an unbalanced schedule due to league time
constraints. If the teams HAVE played each other, then head to
head play shall determine the league championship and NO playoff will be allowed.
C. “Mixed
Doubles” shall NOT have playoffs.

23. RULES OF CRICKET:
Whenever cricket is played in a B/CSDA sponsored
event, the game to be played is American Killer Cricket with the following
rules:
A. Innings
will be 20, 19, 18, 17, 16, 15, and Bulls.
B. Three
marks will close an inning.
C. Once an inning is closed, a player may score additional
points until his opponent closes the inning.
Points will be the value of the inning scored on.
D. The winner will be the first person to close all innings
provided he/she is TIED or
ahead on a score.
E. A
player may mark or score in any unclosed inning without calling his/her darts.
24. RULES OF MOUSE:
A. Innings will be 20, 19, 18, 17, 16, 15, B, T(triples),
D(doubles), and ę(3 in a bed). 3 marks closes
each section, and if the other team has not closed that section, additional
points can be scored until that section is closed. Points will be the value of the
inning/section scored on.

25. SCORING:
A. All matches will begin by throwing the cork (bull). In throwing for the bull, the visiting team
has the option to throw first, after that, bull-shots alternate. In the case of a tie, the bull-shot will be re-thrown, with the second bull-shot
persons now throwing first, (in reverse order) with the closest to the bull
winning. The second shooter has the
option of asking for either, a single, or double bull to be pulled. In any doubles or team event, the player
shooting for the bull may allow his teammate to commence play in that game.
B. The captain of each team is responsible for providing a
score person (who can and has kept score before) for each match, e.g., the home
team scores match one, visiting team scores match two, etc. (YOU
MAY SCORE YOUR GAMES YOURSELF, AS LONG
AS YOU LEAVE YOUR DARTS IN THE DART BOARD UNTIL YOU TALLY YOUR SCORE. PLEASE
TELL YOUR
PLAYERS NOT TO PULL THEIR DARTS BEFORE THE SCORE IS WRITTEN DOWN.) Any person scoring who is not a member of one
of the teams playing must be agreed upon by both captains, and must be familiar
with, and follow EXPLICITLY all B/CSDA rules.
The score keeper, if asked, must call out the player’s score for each
turn PRIOR to the player’s taking his/her turn’s thrown darts from the
board. For a dart to score, it must remain
in the board until the score has been called and posted. If you notice an error in score keeping, you
must change it before your team
throws a dart for it to be changed.
Once that first dart is thrown it is too late. (Do
not pull your darts from the dart board until you agree with the score
keeper.)
C. In matches when an
individual is marking his/her own score,
do not pull your darts from the dartboard until you have tabulated the total
score. If you go up to the board
and pull
your darts before tabulating the score, then the
score will not count and it will be charged as thrown darts.
D. The score keeper can only tell a player what amount is left
to attain and/or what has been scored with the darts that have been thrown if
asked by the player. It is the player’s
total responsibility to throw at the right numbers. If he/she is told what to shoot by anyone and
it is the wrong number, the darts stand as thrown
and the correct score
prevails. Once the final double has been
thrown in, the game is over.
E. The score keeper shall not have a drink with him/her and not
be smoking while keeping score. Also, that person SHALL NOT MOVE, UNLESS LESS
ASKED A SCORE, WHILE AT
THE SCOREBOARD.

F. Any changes made to correct mistakes in calling, must
be corrected before the darts are pulled from the board. Any mistakes in scoring must be corrected
before the next turn of the player or team against whom the error was made,
either in favor or against. If the player
or team against whom the error was made throws the first dart of his next round
before the error is corrected, then the score stands as scored, and the number
thrown is the number that counts. The
score of each round must be written next to the running score and a line
deleting numbers calculated.
G. A
dart shall be where the point of the
dart first enters the board.
For a dart to score, it must remain in the board five seconds after the third dart has been
thrown by that player. The tip of the dart point must be touching the bristle/sisal portion of the board in order for that dart to be
counted as a score.
H. The foul line will be strictly enforced and a player must
have both feet behind the front edge of
the foul line. If a player has one or
both feet over the foul line in the judgment of the captain, acting captain or
official, the score for that turn will not count. No other member of a team can make that
decision without telling the captain who will handle the problem. A violating player must be warned immediately
by the captain, acting captain, or official.
(Most of the Pub/Bars throw lines are “THE BULL STARTS HERE” line). The edge of the black line is the toe line,
not the edge of the yellow line.

I. In doubles/team events, no player may throw (during a leg),
until each of his teammates has completed his throw. The first player throwing out of his/her turn shall receive a
score of zero points for that round and his team shall forfeit such turn. Initials of players in order of throwers
should be posted on the score board for each team.
J. All darts must be thrown by and from the hand. A throw shall consist of three darts thrown
one at a time unless a leg/match is completed is a lesser amount. Any dart bouncing off or falling out of the
dart board shall not be re-thrown in
that turn. If a player accidentally
drops a dart at the throw line, he picks it up and throws as normal.
SECTION
13:
26. FORFEIT:
A. A
forfeit will be declared for failure of a team to attend a match.
B.
In the first half of the season for “A” League will be 7-0. The forfeiting team shall receive zero win
points and loss of points equal to the number of win points awarded to the
other team. After the first half of the season, the team
forfeited against receives either:
1. Its’ average number of win points (from a
regular match night).
OR
2. The
forfeiting team’s average number of loss points (on a regular match night). Whichever of the above is greater with a
minimum of six points. The average will
be rounded off to
the nearest game.
C. A team forfeiting two matches during a league schedule will
be suspended from the league for the balance of the season. If a team drops out of the league or is
forced out of the league at any time during the season, all darts thrown for the season against the dropped team and teams
they played against become null and void, including personal standings and
quality points, to allow no advantage to be given to any team. The remainder of the season shall be treated
as a bye.
D. Any non-attending members of a team that forfeits a second
time in one season and is subsequently dropped, will be suspended for the
following season if no legitimate excuse is given for non-attendance.
E. A forfeit will be declared for use of an ineligible player
or player’s to the extent that all win
points involving such players shall be forfeited to the opposing team or
teams. Team captains must be responsible for the integrity of their
rosters and for ascertaining the eligibility of
each member.
A team who uses ineligible players may appeal such forfeit and be heard
by the Board, but the forfeit shall stand unless malfeasance by a Board member
or opposing team captain created the forfeit situation.
F. Any team knowingly or willfully playing a person ineligible
to play on that team shall forfeit, as a penalty, two (2) extra win points
(besides forfeiture of any points won by that person). In the event that a team shall violate this
provision more than one in any season, the team and all members including the
ineligible player shall be suspended from B/CSDA participation
for that season.
G. Any one caught playing on an accredited dart team under an
assumed name is automatically suspended from the B/CSDA for two (2) consecutive
seasons. Any acting captain who
knowingly uses such a player shall also
be suspended for two (2) consecutive seasons.

14:
27. PROTESTS:
The captains of any team and/or any member of the
Board may file a written protest about
any irregularity relating to a B/CSDA event.
All details of such a protest must
be submitted to the Board and to the opposing team or persons within 48
hours. If the incident occurred during a
match, the “PROTEST” must be shown
on the back of the score sheet
and signed by both captains.
Extenuating circumstances may exist which would
nullify the requirements. A hearing shall be held to decide the outcome
of the protest. All Pub Representative and players involved
in the protest
may attend the hearing, however, only the Pub
Representatives and players involved will have participation. The Board will make the final decision in a closed session.
28. COMPLAINTS:
A. Any person
who continuously causes a problem or any negative situation that consistently
happens during league play, can write “Attn:
Board” on the bottom of the score
sheet and the situation/or person on the back of the score sheet and the Board
will be notified by the statistician.
B.
Complaint’s should be addressed to the respective league
representative’s as well, who will in turn report to board members’.
SECTION
15:
29. EQUIPMENT:
A. All league competition, including tournaments and play-offs,
shall be conducted on a standard style English “bristle” 20 point clock-faced
dart board of top quality.
B. Dart boards shall be placed 5’8” from the floor to the
center of the bull’s eye, with the “20” bed at the top center. This wedge must be dark colored.
C. The Pub/Bar will be responsible for supplying and
maintaining the league play dart board,
which must be deemed acceptable for play by the Board of Directors.
D. The foul “toe” line will be 7’9 1/4” from the SURFACE OF THE
BOARD, measured along the floor to the
front edge of the line.
(You can measure diagonal: 9’7 3/8” from the center of the bull to the foul “toe” line.) The foul “toe” line will be at least 11” on
either side of the center.
E. All league play dart boards shall be firmly anchored and Well-illuminated,
with a light that does not cause a shadow on the board, this should be a
floodlight type bulb. It is preferable
to have two (2) direct
lights per board.
F. A scoring surface must be provided and located in such a
position that the score may be read easily by the players and spectators.
G. The dart wire spider must not be broken and the double
and Triple-rings must be within
tolerance of 1/32” of the normal
measurement of 3/8”.
H. Darts used in league play shall not exceed an overall maximum
length of 30.5 cm (12”) nor weigh more than 50 grams per dart.
I. It is the Pub, Bar Representatives, and home team
captain’s responsibility to see that normal Pub/Bar type environment is
maintained during league play.
Excessive noise, loud
machines near the dart area and extremely loud, boisterous, UN-sportsman like conduct is to be avoided. Repeated offenses
of this nature may result in the Pub being suspended
from the B/CSDA and of course all points from the
teams from that Pub/Bar forfeited as explained previously. Any Board member, captains or Pub/Bar
representatives have the right to stop any game that is Hazardous to B/CSDA or
to the game of darts in general and a formal protest is filed.
30. PLAYER CONDUCT:
Heckling or
other harassment is forbidden. A team
may make as much noise as it wants while its’ own player is throwing; BUT MUST
REMAIN QUIET WHILE THE OTHER TEAM IS THROWING.
All players
and spectators must give the thrower plenty of room to throw and must refrain
from undue movement in or near the dartboard lane. (People not following these rules with
repeated
harassment
or loud, foul language, may result in forfeiture
of UP TO SIX MATCH POINTS.)
Offenses are to be noted on the back of the score sheet and forfeiture
of repeated offenders to be
voted on by
the Board. Only the team captains from
either side can write these
offenses, after they have discussed it together. Any physical
damage done to the Pub/Bar premises, shall be the
financial
responsibility of the offending team.
CAPTAINS HAVE THE ULTIMATE RESPONSIBILITY OF PLAYER CONDUCT.
If the
captains’ cannot keep their players under control, the Board of Director’s will
be notified by that captain.
SECTION
16:
31. DISCRIMINATION:
The B/CSDA shall not practice discrimination because
of age, sex, race, religion, or natural
origin and all references to “he” in the bylaws shall apply to “she” as well.
32. GAMBLING:
The B/CSDA feels that an official B/CSDA rule
against gambling would be redundant with the existing State and Federal Laws on
the same subject. However, the Association takes the position that the B/CSDA
is a law-abiding organization and will not encourage betting, gambling, or any other illegal acts during B/CSDA sanctioned
events.
33. SUSPENSION BY THE BOARD OF DIRECTORS:
THE B/CSDA BOARD OF DIRECTORS RESERVES AND HAS THE RIGHT TO SUSPEND, OR TERMINATE ANY
MEMBER, OR TEAM, OR PUB/BAR, THAT DOES NOT CONDUCT ITSELF IN A MANNER THAT IS
IN THE BEST INTEREST OF THE B/CSDA. Any
member that is barred from a
Pub/Bar due to conduct (as stated above) or is on probation with the league cannot hold office or be a team
captain during the barring or probation.
